Congressional Rep. worried US military might overcrowd and “capsize” the island (video)

This is what you get when only 50% of the population votes.  Rep Hank Johnson (D-Ga) was completely serious when he told Adm. Robert Wilard, head of the US Pacific fleet, that he was worried about a planned military buildup on Guam.  Was he afraid of supplies, raising tensions among neighbors, or perhaps a strategic reason?  Nope here’s what the boob had to say:

“My fear is that the whole island will become so overly populated that it will tip over and capsize,” Johnson said. Willard paused and replied, “We don’t anticipate that.”

From the audio it sounds like he was either drunk or high when he said it.
